The former congresswoman wins her rematch against Rep. Jen Kiggans in one of the most closely watched races in the country.
WASHINGTON D.C. (November 3, 2026) — Elaine Luria has defeated Republican Rep. Jen Kiggans to win back Virginia's 2nd Congressional District. A 20-year Navy veteran, Luria previously represented Hampton Roads in Congress from 2019 to 2023.
New Politics endorsed Luria in December 2025, shortly after she launched her comeback bid, and had previously backed her campaigns beginning with the 2018 class of veterans that helped Democrats retake the majority that year. Now, Luria has again flipped a swing seat that both parties identified early as essential to controlling the House.
Emily Cherniack, Founder and Executive Director of New Politics, released the following statement:
“Elaine Luria has been serving this country since she was 17 years old. She commanded sailors at sea, she fought for veterans in Congress, and she’s not done serving yet Coastal Virginia is a military community through and through, and tonight voters chose a leader who has always put mission over politics. New Politics endorsed Elaine early because we knew she had more to give. We’re thrilled to welcome her back to Washington.”
