The 20-year Navy veteran and former member of Congress secures the VA-02 Democratic nomination, setting up a November rematch with Rep. Jen Kiggans in one of the country's top DCCC Red to Blue races
WASHINGTON, D.C. (August 4, 2026) — New Politics endorsed candidate Elaine Luria has secured the Democratic nomination for Virginia's 2nd Congressional District. Luria, a 20-year Navy veteran who served as a nuclear-trained Surface Warfare Officer and former member of Congress, will now take on Republican Rep. Jen Kiggans in November in a rematch of their close 2022 race. Luria is part of the DCCC's Red to Blue program this cycle, in a race that Democrats see as critical to retaking the House.
